Decree, issued by Leopold IV, Duke of Austria, for the City of Freiburg im Breisgau [Present-day Germany]: “The City shall not have anything to do with the Jews, who shall obey only the chief of police, and one third of their taxes shall be given to the chief of police, while the other two thirds shall go to Us. In addition, any fines incurred by the Jews, on account of crimes and misdemeanors, shall lawfully be Ours, and these fines shall be collected by the chief of police, and no one else.”
