“Ordinance” (“Gubernialverordnung”) issued by the Government of Bohemia [Present-day Czech Republic, Germany, and Poland; Kingdom of Bohemia]: “[…] 13) All administrative bodies (‘Ämter’) and guilds (‘Zünfte’) are hereby informed that only the competent authorities are permitted to grant their native Jews – whom they are to keep track of – permission to learn a craft and all foreign authorities are to abstain from such [decisions] completely as it is such nonsense that paves the way for the circumvention of the law.“
