Ordinance, issued by the Department of the Interior of the Grand Duchy of Posen [Present-day Germany]: “Whereas cases may arise, where the legal limitations regarding the issuance of passports to Jewish merchants, as promulgated in the ordinance of September 8, 1838, are subject to an exceptional relaxation; therefore, we hereby order all county marshals, as well as the state police, to report to us each case, and the particular reason for the exception – before these passports are issued.”
