Ukase, issued by Nicholas I, Emperor of Russia [Present-day Russia]: “Jews shall be removed at least 50 verst [53 km / 33 miles] from all borders [of Russia, with its neighbors].” [Researcher’s note: A ukase, or ukaz (Russian for “imposition”), in Imperial Russia, was a proclamation of the tsar, government, or a religious leader (patriarch) that had the force of law. “Edict” and “decree” are adequate translations using the terminology and concepts of Roman law.]
