Regulation No. 84, issued by the Russian Ministry of War [Present-day Russia]: “In case a Jew passes the examination in the subjects taught at the military schools, the following words – ‘As far as his knowledge is concerned, there is no objection to admitting him to the military schools’ – shall be omitted from his certificate.”
