“Lower-Austrian circular to all county offices” [Lower Austria; Present-day Austria]: “[…] no Jewish property owner, however, is to be exempt from the compulsoriness of having to house all of his Jewish servants on his land and residences – no matter whether he maybe a local or a foreigner Jew. […] Jews who purchase public properties are not allowed to establish businesses on them that could drive Christian businessmen away, except to establish factories according to the decree issued on January 2, 1782.
