“Governmental Decree” issued by the Austrian Government [Present-day Austria]: “[…] when issuing ‘forms/permits to be present’ (‘Aufenthaltsbolleten’) to Jews, who show up for such permits/forms (‘Bollete’), [his] circumstances and the necessity of his presence in Vienna are to be always taken into consideration – as much as possible – and in keeping with this, those Israeli, who come to Vienna from time to time to beg and to dawdle and not to pursue a proper trade, are to be turned down on the spot without further inquiry with the so-called blue form (‘Bollete’). […]”
