“Governmental Decree” issued by the Austrian Government and addressed to the Jewish representatives [Present-day Austria]: “[…] Just as the faculties (‘Studien-Confesse’) are obliged to report these Individuals (Jewish students) to the Royal Imperial Lower Austrian government (‘k. k. n. ö. Regierung’) every year, so are the Viennese [Jewish] representatives required […] to instruct such students to obtain written permission [from the aforementioned government in order] to study in Vienna […] failure to do so and without such written permission, [they are] in violation of the law, and will be seen as all other foreign Jews, who are illegally present in Vienna. […]”
