Prohibition to grant “toleration [licenses to Jews]” issued by Emperor Franz Joseph of Austria [Habsburg Monarchy / Present-day Austria, Belgium, Bosnia Herzegovina, Croatia, Czech Republic, France, Germany, Hungary, Italy, Lichtenstein, Luxembourg, Netherlands, Poland, Romania, Serbia, Slovakia, Slovenia, Switzerland, Ukraine]: “… to the Lower-Austrian government, it is to be said that they are not to issue any Jew – without exception – a tolerance [license] without further notice from Me.”
