“Governmental Decree” issued by the Austrian Government [Present-day Austria, Czech Republic, Hungary; Austrian Empire]: “[…] In the future, toleration permits may only be permitted (given) to those Jews who have also been granted a local wholesale permit (‘Großhandlungs-Privilegium’).
