“Regarding the treatment of Jews who were born in the country but do not hold citizenship rights” Issued by Royal Ministry of Police (Berlin) to the government of Opole [Prussia / Present-day Poland]: “The Royal Government determines that under no circumstances are Jews who were born in the country but do not hold citizenships to be considered citizens when they return across the border. It is, therefore, acceptable to issue passports to Jews which must contain a notice that lets them know that they are no longer tolerated in the Royal Kingdom. The laws regulating vagabonds are to be applied to vagrant Jews who return without exception.”
