“Patent” issued by Emperor Francis [Present-day Austria]: “The permit-issuing authority can approve or deny – depending on the circumstances – permits to Jews to pursue a business, over which [permits] then the superior Court Office (‘Hofstelle’) has the last expertise (say), and things then take place in the same manner as they occur for Christians who seek this freedom (permit).”
