Because the privilege contained in the Jewish Patent, namely to be allowed to stay temporarily outside their family or refuge, has been found to be available to the Israelites engaged in agriculture, as well as to those who have leased a tobacco or wine shop, or a river house or distillery, … a Jewish citizen … is not to be permitted to lease the official land until he has obtained the permission of the district office in which the land to be leased belongs, as well as permission from his official office … b. the official offices of the Israelites must immediately return them to their places of protection or family when the lease of the fields has expired and has not been renewed,… d.
