Since the dissemination of counterfeit coins is usually facilitated by Jewish merchants, all police agencies are hereby ordered to issue passports for domestic travel to such Jewish travelers only after clear evidence of their integrity and good moral character has been produced; even any alteration of travel route requested by the passport bearer shall only be granted in urgent cases, and only to those applicants completely free from suspicion. Under no circumstances shall the destination of travel, as indicated in the passport, be changed.
