“Confirmation of Policy toward Jews, Pagans, and Heretics” Issued by Emperors Honorius and Theodosius II [Holy Roman Empire; Present-day Italy]: “Let those decrees be valid which we formerly announced concerning the Jews and their synagogues: let it be known that neither are the Jews permitted to build new synagogues anywhere, nor are they to expand their old ones.
