“Restrictions on the tolerance permissions” ordinance issued by Maria Theresa (signed personally) [Austria]: “[…] in the future, no Jew […] is allowed to remain here without a written permission from me. I do not know of a more annoying pest […] than this nation, who through fraud, usury, money contracts, bring people into the state of beggary, and does things that other honest men would despise; that is why one is to stop and avoid them from now on as much as possible; a report of how many Jews live here and how many are added to the number and how many leave is to be turned in to me every quarter.”
