“Decree” issued by Emperor Franz Joseph [Present-day Austria, Czech Republic, Hungary]: “[…] Jews are permitted to farm only where they are actually tolerated, but absolutely not everywhere they please […] and only on leased land – especially on unused (virgin) and uncultivated land […] but not on land that is under royal command […] which [land] they cannot lease for more than 20 years […]. […] that all farming on these properties is to be done by Jewish hands […]; however, should they become Christians, they can purchase the land in accordance with the law. […]”
