“Directive” as to which authorities are legally entitled to issue permits to foreign Jews to be present in Vienna (‘Aufenthaltsbewilligung’) issued by the Austrian Government [Present-day Austria]: “[…] Permits, which allow [foreign Jews] to be present are issued by 1. The Royal Imperial Chief Police Authority/Directive and 2. The Royal Imperial Lower Austrian Government. […] 1) The authority to issue permits [to foreign Jews] in order to be present [in Vienna] for 14-day, and [the following] two extensions lies with the Royal Imperial Chief Police Authority/Directive  a third extension, however, is outside of their sphere of authority. […] 2) If […] a foreign Jew wants to stay in Vienna longer than the initial 14 days and the additional 2 extensions of 14 days, he is to be required to apply and acquire permission from the Royal Imperial Lower Austrian Government. […] Such extended permits, however, are to be differentiated from temporal tolerance [permits]. […]”
