“Decree” of the Royal Court Chancellery [Present-day Austria]: “[…] 1) […] the number of tolerated Jews in Vienna should not be increased, but should rather be lowered. […] The Royal Imperial Chief Police Authority/Directive should therefore proceed sparingly and with rigorousness when issuing temporary residency licenses and extensions for Jews – especially [those] for poor trading Jews (‘Handelsjuden’). […]”
